Er studierte 1962 am Pratt Institute of Design in Brooklyn, machte 1964 am Trinity College Hartford, Connecticut den Abschluss des Bachelor of Fine Arts und wechselte zu einem einsemestrigen Studium an die Cooper Union for the Advancement of Science and Art in New York. Nebenher arbeitete er als Assistent in der Betty Parsons Gallery, wo er 1965 seine erste Einzelausstellung hatte. Obwohl er Anfangs von den Arbeiten von Agnes Martin und Ellsworth Kelly beeinflusst war, fand er rasch mit poetischen Skulpturen, Zeichnungen und Objekten seinen eigenen künstlerischen Weg. Der Schweizer Ausstellungsmacher Harald Szeemann bezeichnet Tuttles Werk als postminimalistisch". Durch die Teilnahme an dessen legendärer Ausstellung When Attitudes Become Form 1969 in der Kunsthalle Bern, wurde Tuttle bereits in den späten 1960er Jahren in Europa bekannt.
