On March 31, 2001, President Gordon B. Hinckley announced the establishment of the Perpetual Education Fund (PEF), patterned after the nineteenth-century Perpetual Emigration Fund. Many faithful returned missionaries around the world are doomed to return after their missions to poverty into which they were born. The PEF offers repayable loans to help them gain the education or skills needed to improve their financial circumstances, blessing their lives as well as the Church. Elder John K. Carmack, an emeritus General Authority appointed as manager of the PEF, shares this moving account of how the fund came to be and how it has changed lives.
Elder John K. Carmack was sustained to the First Quorum of the Seventy of The Church of Jesus Christ of Latter-day Saints in April 1984. He received a B.S. degree from Brigham Young University and a J.D. degree from UCLA. He was a legislative assistant to the California Legislature before entering private law practice. He has served in several area presidencies, as executive director of the Church Historical Department, and as president of the Idaho Boise Mission. Elder Carmack was named emeritus General Authority in October 2001.
