XX [From the inner flaps] Combining statistical analysis with well-written narrative history, this re-evaluation of the 1928 presidential election gives a vivid portrait of the candidates and the campaign. Lichtman has based his study primarily on a statistical analysis of data from that election and the presidential elections from 1916 to 1940 for all the 2,058 counties outside the former Confederate South. Variables used to measure voter behavior include Al Smith's percentage of the vote cast in the 1928 election and of the potential voting population; comparisons of the Democratic percentage of the vote in 1928 with the Democratic percentage in prior and subsequent elections; and variables that are characteristic of the counties postulated to explain variations in measures of the vote, such as the percentages of Catholics, of homeowners, and of foreign-stock populations. The prohibition issue, considered an influential factor by many students of the 1928 election, is assessed by use of data from 471 counties that held referenda on prohibition between 1926 and 1929. Regression analysis is the method used to study these variables, and regression coefficients are presented in tables for each variable. Lichtman does not rely exclusively on the results of his quantitative analysis but has made an exhaustive survey of previous scholarship and contemporary accounts of the 1928 election. He discusses and challenges previous interpretations, especially the ethno-cultural and pluralist interpretations and the application of critical election theory to the election. Lichtman concludes that Al Smith's Catholicism was the salient issue, overriding al! other concerns. He explores the conflicts between Catholics and Protestants, wets and drys, immigrants and natives, and city and country, concluding that an individual voter reacted according to his classification in these groups but that basically his feeling about the possibility of a Catholic president was the most important determinant of his vote. Of great interest in underlining Lichtman's conclusion is his use of the Franklin D. Roosevelt and the Republican National Committee surveys of their respective parties, both showing the importance of Al Smith's religion. In challenging the critical election theory that 1928 was a realigning election in which the coalitions were formed that dominated future elections, the author determines that 1928 was an aberration with little impact on later political patterns.
