En France, Napoléon III prône le droit des peuples à disposer d'eux-mêmes. Il use de son influence pour encourager l'union de deux principautés roumaines, la Moldavie et la Valachie, en soutenant d'abord le très francophile Alexandru Ioan Cuza, puis le prince Charles de Hohenzollern qui deviendra Carol Ier de Roumanie. Organisée à l'occasion du bicentenaire de la naissance de Napoléon III, l'exposition successivement présentée à Bucarest puis à Compiègne permet, pour la première fois, de découvrir et d'illustrer les liens gui se sont tissés progressivement entre la France et la Roumanie depuis le XVIIIème siècle, et ont forgé une durable amitié entre ces pays situés aux deux extrémités de l'Europe. Evoquant l'oeuvre politique de Napoléon III, le propos de l'exposition se clôt en 1881, avec la proclamation du royaume de Roumanie. Ce pan d'histoire est illustré par plusieurs documents d'archives fondateurs (traité de Paris, 1856 et traité de Berlin, 1878). Les liens entre la France et les premiers princes dirigeants des principautés unies sont évoqués notamment par les séjours de Charles de Hohenzollern à Compiègne et à Paris.
