Dr. Pan shows how Sui and Tang drew inspiration from the tributary system of ancient and early medieval China, but adapted it pragmatically to fit new situations as they arose. After the disaster of the An Lushan rebellion of the 750s, Tang had to conclude equal treaties with frontier nations and even pay subsidies to some of them.
